The Supply Chain Safety Leadership Group (SCSLG) and National Highways endorse the full implementation of the Passport scheme to evidence training and competence.
The Passport scheme has 2 parts:
1. The Smartcard/System, a single database accessible by all applicable license holders with the ability to record training, competence, tool box talks, notify expiry dates, data sharing and migration on individuals moving between Service Providers that can be read by a variety of mobile or fixed access card readers;
2. The Highways Common Induction (HCI), to provide a baseline understanding of the common hazards on the National Highways network, reducing the induction process repeated on every project by removing the content that is common to all sites.

Highways Common Induction
A new online version of the Highways Common Induction (HCI) is now Live. To register for the HCI please visit https://thepowerplusgroup.com/highways-england-launch/
Please note: Before you sign up you will need to have a valid passport number in order to complete the HCI. If you are an employee of a registered organisation your employers HCI Administrator will send you a code in order to undertake the HCI.

- Everyone who requires access to the HE network with clear awareness of sector specific risks and hazards in a consistent manner, ability to flag any individual work restriction that the PC should be aware of, Facility to record working/ journey times, and who is on site (self-check-in option available) across contracts/schemes

- Ability to provide access to site rules – at a manageable project or site level

We have defined the minimum expectations around the use of the Passport System for all organisations who choose to adopt the Passport Scheme on a National Highways funded project or contract. This document is not designed to detail the core processes associated with the administration of the scheme and does not currently cover the expectations associated with the online National Highways Common Induction (HCI), expectations for individual card holders and associated competence interventions. Nor does it detail the full scope of the Passport system (software) available for contractors to use or the cost and subscription arrangements.
